HUMAN CAPITAL DEVELOPMENT MANAGER ? PURPOSE: This is a full professional working level class and may be used in the following ways: ? 1.????? Performing a full range of complex professional human resource duties, including labor relations, in support of the Executive Director. ? 2.????? Serves as an expert in a subset of human resource functions (e.g., staffing including all of the following: workforce planning, recruitment, applicant screening, interviewing, reference and background checking; employee orientation, career counseling and retention efforts). ? 3.????? In the absence of department administrators serves as the highest level human resources professional and is responsible for human resources and equal opportunity activities for the district.
SUPERVISION RECEIVED/EXERCISED: Works under the limited supervision of an Administrator and may have lead responsibility over other department staff as assigned. ? EXAMPLE OF DUTIES: Incumbents perform a variety of professional human resources duties as illustrated in the following areas: ? 1.????? Based upon the guidelines of the Executive Director, interprets collective bargaining contracts, human resource policies and procedures. ? 2.????? Confers with employees and superiors on human resource issues. ? 3.????? Analyzes problem situations and takes or recommends appropriate action. ? 4.????? Ensures proper organizational structure, use of classification system and implementation of compensation plan. ? 5.????? Screens, interviews, refers and recommends candidates for employment. ? 6.????? Develops materials for special recruitment programs. ? 7.????? Conducts orientation sessions; counsels and advises employees on matters related to employment career development, transfer, separation, recruitment, contract benefits, and/or retirement benefits. ? 8.????? Counsels and refers employees to assistance programs. ? 9.????? Conducts a variety of investigations, as assigned. ? 10.? Administers progressive discipline, as assigned. ? 11.? Consults with the Executive Director on issues of classification, compensation and policy. ? 12.? Coordinates performance management system. ? 13.? Processes human resource records and transactions. ? 14.? Maintains human resource information systems. ? 15.? Prepares or oversees preparation of reports; composes complex letters/memoranda, etc. (e. g. explaining department practices and/or policies) for own or direct manager?s signature. ? 16.? Performs job audits. ? 17.? Trains new staff in human resource policies. ? 18.? Assists in implementation of equal opportunity policies and procedures. ? 19.? Implements and may assist in developing agency training programs. ? 20.? May serve as a team member on labor contract negotiating teams. ? 21.? May represent agency in grievances and other hearings. ? 22.? Works with Finance to resolve payroll and other finance-related issues. ? 23.? Acts for Executive Director by reiterating interpretation of established policies and procedures, etc.; troubleshoots by relieving supervisor of as much administrative detail as possible, within prescribed limits of authority. ? 24.? Scans letters, memos, reports and other materials to determine action required and/or make recommendations to direct manager. ? 25.? Arranges and coordinates meetings (including space and equipment); researches, assembles and coordinates meeting materials (e.g. charts, graphs, reports); writes minutes of meetings, lectures, conferences, etc. from rough draft; takes notes using shorthand, speedwriting or machine transcription. ? 26.? Authorizes purchases and payments (within prescribed limits of authority); develops input and prepares documentation for office and/or department budget; coordinates budget control and monitoring and communicates the same to director. ? 27.? Develops office and/or department procedural manuals in conjunction with Executive Director. ? 28.? Coordinates interviews and processes new hires. ? 29.? Assists with training of office support staff. ? 30.? Updates website, inter and intra-net sites as required. 31.? Performs related duties as assigned. ? MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILL AND ABILITY: ? ???????? Strong knowledge of public human resources administration including recruitment, selection, classification, compensation, career counseling and employee relations. ???????? Proven experience working with public sector labor relations principles and procedures. ???????? Demonstrated knowledge of relevant state and federal laws, statutes and regulations. ???????? Solid knowledge of payroll procedures. ???????? Demonstrated experience performing equal opportunity investigations, preparing written reports and applying principles and requirements. ???????? Considerable interpersonal skills; considerable written and oral communication skills. ???????? Solid applicant screening and interviewing skills. ???????? Strong negotiation and conflict resolution skills. ???????? Ability to read and interpret laws, statutes, regulations, policies, and collective bargaining agreements. ???????? Ability to analyze complex problems quickly and determine effective solutions. ???????? Ability to counsel employees successfully. ???????? Ability to design and deliver training programs. ???????? Ability to perform intermediate-advanced functions on a wide variety of software programs, i.e. presentations, queries, analytical charts, etc., without assistance. ???????? College degree preferred, but not required. ? EXPERIENCE AND TRAINING: ? General Experience: ???????? Must possess at least 5-7 years experience performing a wide range of complex professional human resource responsibilities with minimal or no direction. ? Special Experience: ???????? Must possess at least 5-7 years experience working in public sector in an area requiring self-directed administration of labor-related matters. ???????? Must possess experience working with teacher/administrator certification compliance, including NCLB and highly qualified status. ???????? Must possess experience filing Connecticut SDE ?ED? reports. ???????? Demonstrates mastery of MS Word, Excel, Powerpoint and Access skills, including query exports, presentations, charts, etc. ???????? Within eighteen (18) months of appointment, must obtain at least a Professional in Human Resources (PHR) certification from the Society of Human Resources Management. ? SALARY RANGE:????
